SEAS is free to all Government and industry users with a valid need.  Simply fill out a request along with the contact information for a Government sponsor who is involved with the study you are performing.

One caveat: The SEAS CD ships with the COTS text editor UltraEdit, created by IDM Software.  Except with special approval, an organization will only be allocated one license for UltraEdit.  Any additional licenses required must be purchased directly from IDM software.
