In the CCRP's recent publication "Complexity, Networking & Effects-Based Appoaches to Operations", Ed Smith does a masterful job of explaining the key ideas behind terms like Network-Centric Warfare and effects-based operations. The observations that:

1) Interactions will focus more on the human dimension of the conflict;
2) Interactions will be more whole-of-nation or whole-of-coalition (i.e. political, economic, diplomatic, and social) vice primarily military in character or will involve nongovernmental or international actors; and, as a result,
3) The operations will become more complex

were foundational concepts in the development of SEAS. Highly reconmended as an introduction to the vision behind the SEAS tool and the class of problems it is designed to address.
